早前才為大家報導過內地有意為網絡實名制立法，近日 11 屆中國全國人大常委會昨通過《加強網絡信息保護的決定草案》，針對網路身分管理實施「後台實名制」，即網站註冊和驗證等程序需用真名。
這是中國政府首度針對網路監管進行立法，它規定網路服務提供者為用戶辦理網站連接服務的註冊手續，或為用戶提供資訊發布服務時，應要求用戶提供真實身分資訊，另外亦規定網路服務提供者若發現法律、法規禁止發布或傳輸資訊者，應立即停止傳輸該資訊，採取消除等措施，保存有關紀錄並向主管部門報告。中國全國人大常委會法工委副主任李飛昨表示，因近年利用網路詐騙、侮辱誹謗的案例越來越多，因此有必要加強網路使用者身分管理。
美國之音 (VOA) 引述中國維權律師劉曉原認為，網路實名制就是限制言論自由的惡法，另外該草案並未規範網友言論尺度的標準，也沒有明確規定哪些資訊屬於合法、哪些屬於非法，界線模糊。北京政治觀察家華頗亦認為，中共深知如果放任民間繼續「網路反腐」，「政權可能就會垮掉」，因此強化網路控制企圖自保。
新法案宣布通過之際，中國 3 大入口網站之一的網易論壇，立即湧入 6 萬多名網友討論，當中不缺罵聲，但 2、3 小時後，這些言論竟被全部刪光光，剩下的都是贊成和支持的聲音。
