現時部份內地網路服務已要求用家以實名資料註冊 (即實名制)，據報導內地於第 11 屆全國人大常委會第 30 次會議中，審議加強網絡信息保護決定 (草案)，擬將網路實名制立法加強管理用家身份，希望減少網上欺凌和違法行為出現。
如網路實名制正式立法的話，未來註冊使用網路服務時會被要求提供真實個人資料。人大會常委會表示網民以真實姓名資料註冊網路服務，但參與各項網路活動或發言時仍允許匿名或化名進行 (現時內地不少 Blogger 為避過政府的網路審查，會在網絡上使用化名發言)。現時內地有超過 5 億網民，人大希望透過網路實名制規範網民的活動，例如監督輿論、網路欺凌和違法行為。
