來到互聯網與生活不可分割的年代，我們多數關注都是「河蟹」等封鎖、掩蓋負面消息的行為，但聯合國反恐執行任務小組近日發表了一份報告，警告互聯網太開放，連恐怖分子都可以使用。報告說，ISP 在讓用戶上網前應該先識別身份，並需收集使用者的身份資料和上網記錄，這有助於調查和執法行動。報告甚至建議，咖啡店免費提供的 Wi-Fi 服務也應該要求客戶登記個人資訊，防止不法份子會到像 Starbucks 那樣的地方利用開放 Wi-Fi 召開犯罪會議。報告更以一度閉整個互聯網的埃及為例說，該國立法要求 ISP 在提供網路連接前會先識別使用者身份，執法機構也可命令 ISP 等提供資訊。
